Mayor Ismael Burgueño of Tijuana is among the highest-rated mayors nationwide, reflecting the trust and benefits his administration has brought to the city.
In the latest Mitofsky ranking—a firm specializing in public opinion polls—the mayor saw his approval rating rise to 49.6%, up from 49.1% in February. This places him as the top-rated mayor in Baja California.

Demonstrating his commitment to Tijuana’s development, the mayor recently secured the city the “Nivel Calidad de Oro” (Gold Quality Level) distinction at Tianguis Turístico Baja California 2025.
This recognition, awarded by Mexico’s Secretariat of Tourism, honors service providers and tourist destinations that maintain high-quality standards.
Mayor Ismael Burgueño of Tijuana emphasized that this distinction aims to promote quality, social responsibility, sustainability, and continuous improvement in the tourism industry, ensuring visitor satisfaction.
Additionally, he reaffirmed on social media his zero-tolerance policy against animal cruelty after activists reported the rescue of seven dogs kept in unsanitary conditions.
Mayor Norma Bustamante of Mexicali’s Work
The mayor of Mexicali followed closely behind Burgueño with a 49.5% approval rating, while Ensenada’s mayor ranked 122nd nationwide with 42.3%.
Bustamante has focused on addressing infrastructure needs, notably the restoration of Avenida Montserrat through the “Mexicali Brilla” program.
The road had been obstructed for over a decade due to garbage and tire accumulation but has now been fully restored for community use.
Through the Municipal DIF, she also launched the first economic stimulus program for working mothers, students, seniors, and people with disabilities, to be distributed every four months.
This 1.2-million-peso investment will benefit over 5,000 residents, with individual checks ranging from 1,000 to 2,000 pesos.
