Mayor Ismael Burgueño Ruiz of Tijuana signed the “Self-Regulation for Economic Development” commitment letter, a joint effort between City Hall and the local business sector to encourage consolidation, regulatory compliance, and long-term growth.
At the event, the mayor emphasized the importance of uniting efforts to promote a business culture based on legality, social responsibility, and respect for regulatory frameworks, thereby strengthening governance, competitiveness, and community well-being.

“Today, I celebrate that with solid steps, we are moving forward together—government and business sector—on the path toward strengthening micro, small, medium, and large enterprises by creating a favorable business environment for their growth and formalization.”
The self-regulation program will grant businesses a 90-day grace period, during which they can continue operating without facing municipal penalties while they regularize their procedures and comply with applicable regulations.

“This agreement is also a tool to combat corruption and informality, providing legal certainty to those who trust in this city to invest. That’s why this agreement is just the beginning: we will continue working hand-in-hand with the business sector to build a more orderly, fair, and prosperous Tijuana,” the mayor concluded.
In his remarks, Tijuana’s Minister of Economic Development, Pedro Montejo Peterson, stated:
“Tijuana thrives on hard work and entrepreneurship, with over 61,000 economic units, 97% of which are micro and small businesses that generate 23% of the municipality’s total production.”

Montejo Peterson explained that in 2024, local exports reached a value of nearly $40 billion USD, a 4.34% increase compared to the previous year. These figures highlight the importance of creating support mechanisms and legal certainty for local businesses.
Meanwhile, Municipal Government Secretary Arnulfo Guerrero León noted that since he took office, Mayor Burgueño Ruiz of Tijuana has instructed all departments to implement measures that benefit citizens and boost the city’s commercial activity, and this letter is part of that commitment.

In this regard, the Coordinator of Tijuana’s Business Advisory Council, Carlos Jaramillo Silva, said:
“Today, we celebrate the willingness of businesses and the municipal government to work together for a more competitive, legal, transparent, and sustainable environment. Economic development is not achieved alone—it is built through alliances, combining public and private efforts.”
This event was also attended by Legal Advisor Alejandro Rivero Huerta, President of the Tijuana Business Coordinating Council Roberto Lyle Fritch, and Coordinator of the Regulation and Norms Commission Gina Villalobos González, along with representatives from various business chambers who formalized the signing of the commitment letter.
