The government of Tijuana, led by Mayor Ismael Burgueño Ruiz, successfully secured the incorporation of Municipal High School No. 1 Manuel Gómez Morín into the national public education system. This achievement was made possible through the support of Jesús Alejandro Ruiz Uribe, Delegate of Well-Being Programs in Baja California.
“Today is a historic day because we have achieved our goal of reclassifying this municipal high school as a public institution,” said the mayor. “As a result, you—the students—will now be eligible to receive the Benito Juárez Scholarship. I want to express my deep gratitude to Delegate Jesús Ruiz Uribe, who acted immediately to make this change possible. Credit where credit is due.”

He also stressed that correcting the school’s classification was a crucial step. Thanks to the coordinated efforts of the Federal Government and the local administration—through the municipal Department of Public Education—students at this institution, who were previously ineligible for scholarships or government assistance due to its status, will now have access to these important benefits.
Mayor Burgueño Ruiz noted that these efforts have opened the door for all 474 students at the school to finally access the government support they deserve, so that financial hardship is no longer a barrier to completing their education.

“This helps us fulfill the goals set by President Claudia Sheinbaum Pardo. Now, students will be able to receive the Benito Juárez Scholarship, granted by the Mexican government. Make the best of it, as this aid was previously unavailable to you,” the mayor added.
Meanwhile, Jesús Alejandro Ruiz Uribe, Delegate of Well-Being Programs in Baja California, acknowledged the work of Mayor Ismael Burgueño of Tijuana in leading the city government and his efforts to promote initiatives in favor of education. By incorporating this institution into the public education system, students are now guaranteed access to these benefits.

“Baja California, and particularly Tijuana, is an example in this regard, as it is the only city with a Municipal Secretariat of Public Education. Fortunately, after discussions with the mayor, we carried out the necessary procedures to have this school recognized for what it truly is: a public school,” Ruiz Uribe explained.
This unprecedented event was also attended by Municipal Ombudswoman Teresita Balderas Beltrán; Municipal Public Education Secretary Miguel Alfredo Nuño; the Secretary of Culture Illya Guadalupe Haro Sánchez; Councilor Mónica Padilla Villavelázquez; and the Principal of Municipal High School No. 1, Manuel Gómez Morín, Karla Judith Duarte Guillén; and sixth-semester student Katya Alvarado, representing the student body, along with other students from the institution.
