Mayor Ismael Burgueño of Tijuana Kicks Off Construction of Rosario Castellanos National University

The arrival of Rosario Castellanos National University marks a major step for higher education in Tijuana.

Mayor Ismael Burgueño Ruiz of Tijuana joined Baja California Governor Marina del Pilar Ávila Olmeda to mark the start of construction of Rosario Castellanos National University, which will be established in Tijuana’s Eastern Zone. The institution will provide high-quality, socially focused higher education to thousands of young people in the region.

In his remarks, the mayor acknowledged the leadership of Governor Marina del Pilar Ávila and the support of President Claudia Sheinbaum Pardo for selecting Tijuana as one of the first in-person campuses of this national university.

“This is a day of celebration for Tijuana. The start of this project marks the beginning of a transformative initiative for education and the future of our youth. Locating this new campus in the Eastern Zone is a firm step toward expanding educational opportunities for students in the city’s outskirts,” the mayor said.

He also reaffirmed his commitment to ensuring all necessary support for the university to begin academic operations by September, pledging continued collaboration to advance quality public education for all.

Governor Marina del Pilar Ávila emphasized that this day will go down in history for Tijuana, Rosarito, and Tecate, as the university will open doors for thousands of young people in the coastal region. She also announced that 14 modern, well-equipped classrooms will open in September to welcome the first generation of students.

“This will be one of the most beautiful universities in all of Baja California. Mayor, your dream has come true, a university for all the people of Tijuana.”

Meanwhile, Xóchitl Herrera Márquez, rector of Rosario Castellanos National University, explained that this educational model—founded in 2019 and now serving over 60,000 students—is built on the pillars of freedom, dignity, justice, and humanism. The university aims not only to expand access to higher education but also to ensure academic excellence and professional opportunities for graduates.

This event was attended by Irma Martínez Manríquez, the state’s Secretary of Education; Guadalupe Camacho, a student in the Community Development for Metropolitan Zones major; as well as officials from all three levels of government and student representatives.
