Tijuana Mayor Ismael Burgueño has launched a new security strategy centered on community engagement through Citizen Security Committees, part of the “Tijuana Segura” (Safe Tijuana) Strategic Plan. The initiative seeks to strengthen public trust in the Municipal Police and improve their responsiveness to community needs.
During the event, the mayor thanked the representatives from the Navy, National Guard, SEDENA, State Police, local officials, and local deputy Jorge Ramos Hernández, and emphasized that coordination among all three levels of government is key to achieving better results.
As part of the rollout, Burgueño Ruiz inaugurated the first committee in the Downtown Delegation, the first of 183 that will be established across Tijuana. These committees will serve as direct channels for dialogue and collaboration between residents and authorities, focusing on crime prevention.

During the ceremony, Mayor Burgueño of Tijuana instructed the head of the Downtown Delegation, Luis Gabriel Aragón Perea, to maintain constant communication with citizens, address their needs, and ensure their safety. He also warned that officials failing to meet these responsibilities would be removed from their positions, enforcing a zero-tolerance policy against lawbreakers in close collaboration with the community.
“This strategy includes monthly evaluation meetings with authorities at different levels to track progress and reinforce actions. Additionally, schools will serve as hubs for community outreach activities to strengthen ties with residents and promote responsible decision-making,” the mayor said.
Tijuana’s Secretary of Public Security and Citizen Protection, José Alejandro Avilés, emphasized that the strategy is built on two main pillars: addressing the root causes of insecurity and fostering interagency coordination among municipal, state, and federal authorities, in alignment with the National Security Strategy.

Avilés Amezcua added that this framework seeks to enhance prevention and proximity by listening to citizens’ concerns, identifying problems, and allocating resources effectively.
“Through monthly meetings, we will gather input from citizens via roundtables, anonymous suggestion boxes, and direct feedback. The information collected will be processed to address security issues in a targeted manner,” he stated.

The event was attended by Municipal Government Secretary Arnulfo Guerrero León, Councilman Ranier Alejandro Falcón Martínez, Downtown Delegate José Luis Portillo Reyes, Rear Admiral Juan Carlos Vera Mijares (Commander of the Second Naval Region), Baja California’s National Guard State Coordinator Héctor Jiménez Báez, Colonel José Gómez Salado (representing the Second Military Zone), and State Citizen Safety Force Coordinator Jonathan Rosiles Hidalgo.
Through active citizen participation and coordination across all levels of government, crime prevention will be strengthened and safer environments created for all.
