Mayor Ismael Burgueño of Tijuana Signs Agreement with UNHCR to Assist Refugees

This strategic alliance will strengthen Tijuana's institutional capacity.

Ismael Burgueño Ruiz, Mayor of Tijuana, signed a collaboration agreement with the United Nations High Commissioner for Refugees (UNHCR) to promote joint actions in support of refugees, asylum seekers, and internally displaced persons in the city.

This agreement represents a strategic partnership that will enhance the city’s institutional capacity to provide humanitarian assistance, legal guidance, and social integration mechanisms for people who have left their homes. It is a joint effort that reaffirms the local government’s commitment to human rights and the construction of an inclusive, compassionate, and empathetic city.

During his remarks, Mayor Burgueño Ruiz of Tijuana emphasized his administration’s commitment to addressing migration with a humanistic and supportive approach.

“Only by working as a team can we ensure comprehensive and efficient assistance in the face of the daily migration challenges we experience, creating dignified living conditions—especially for those who choose to integrate into Tijuana’s society,” he stated.

Meanwhile, Diana Ortiz Villacorta Ramírez, Municipal Director of Migrant Assistance, highlighted the importance of such alliances:

“Supporting those in need is not just an act of justice—it is an investment in Tijuana’s social fabric. We deeply appreciate UNHCR’s collaboration and reaffirm our commitment to working together for a city that opens doors and builds opportunities for all.”

The agreement also lays the groundwork for implementing the Solidarity Cities program, which seeks to strengthen ties between the local community and displaced populations, recognizing their resilience and valuable contributions to Tijuana’s society.

Giovanni Lepri, UNHCR’s national representative in Mexico, thanked the mayor for formalizing this agreement, which will enable coordinated efforts to help those seeking to rebuild their lives in Tijuana.

“This agreement ensures that the city remains a place of opportunity for both Mexican and foreign individuals,” he said.

The ceremony was also attended by Dagmara Mejía, head of UNHCR’s office in Baja California; Benjamín de Barros, head of the Monterrey Department and UNHCR coordinator in Baja California; Valentina Duque, Protection Officer in Monterrey; Belén Barrera, Protection Officer in Tijuana; and René Argüelles, Soluciones Duraderas Associate.
