Tijuana Mayor Ismael Burgueño Ruiz met this week with Baja California Minister of Tourism Zaida Luz López Sánchez and local business leaders to outline concrete steps aimed at improving safety for visitors to the city.
The working session, held at Tijuana City Hall, brought together state and municipal officials to coordinate strategies focused on strengthening tourist security. Among the measures discussed were specialized police training, the expanded use of body cameras, and the development of a mobile app designed to support tourists during interactions with law enforcement.
“As authorities, we must create conditions that build public trust so tourism can continue to grow,” Mayor Burgueño said. “We are putting strategies in place to unify our efforts, and there is a shared commitment to making this work.”

Minister López Sánchez welcomed the mayor’s initiative, underscoring the role of tourism service providers in delivering safe and positive experiences for visitors.
“We’re starting the year by focusing on Tijuana, the gateway to our state and a key connection point to our most visited destinations,” she said. “This is a joint effort, and important work is already underway.”

Tijuana’s Minister of Economic Development, Pedro Montejo Peterson, also participated in the meeting, emphasizing tourism as a municipal priority and pointing to ongoing efforts to improve border crossing efficiency, a critical factor for visitor access.

José Alejandro Avilés Amezcua, head of the Department of Security and Citizen Protection, highlighted continued sensitivity training for police officers, along with permanent evaluation cycles to ensure standards are consistently upheld.
City officials said the coordinated approach with the state government and private sector is aimed at reinforcing Tijuana’s image as a safe, competitive, and reliable destination, while also supporting local economic and social development.
