Mayor Ismael Burgueño’s Clean City Initiative Transforms Tijuana in First Year

This initiative aims to remake Tijuana into a cleaner, more modern, and orderly city and has already benefited over 1 million residents.

In his first year in office, Mayor Ismael Burgueño has launched a sweeping urban improvement program, Tijuana: Ciudad Limpia (Tijuana: Clean City), that has already delivered enhanced public services to nearly a million residents. The comprehensive initiative aims to remake the municipality into a cleaner, more modern, and orderly metropolis.

The program, officially launched on May 14th, has focused on reinforcing the city’s operational backbone. By providing all nine delegations with new specialized equipment, the government has enabled a more efficient, 24/7 response to citizen needs, from street repair to waste collection.

This effort is a testament to what can be achieved by working together, according to the mayor, who highlighted the support from Baja California Governor Marina del Pilar Ávila Olmeda, the State Congress, and the Tijuana City Hall. The initiative aligns with President Claudia Sheinbaum’s strategy to ensure quality public services that directly improve citizens’ well-being.

The “Clean City” program has yielded concrete, measurable results across 173 neighborhoods in the La Presa Este, La Presa Abelardo L. Rodríguez, Cerro Colorado, Centro, San Antonio de los Buenos, Playas de Tijuana, Otay Centenario, La Mesa, and Sánchez Taboada delegations. As of September 28th, the municipal government reports significant progress, including:

  • Grading 525,674 m² of streets.
  • Repairing 15,361 m² of road through milling and pothole patching.
  • Sweeping, washing, and cleaning 44,276 m² of roads.
  • Collecting 17,307 m³ of heavy trash and removing 12,276 m³ of silt.
  • Rehabilitating 979 streetlights and installing 8,315 m² of new road signage.

In an unprecedented move to ensure the initiative’s long-term success, Mayor Burgueño recently signed the ‘Alliance and Commitment: Tijuana, Clean City’ pact with local civil society and City Hall representatives. This formalizes a collaborative model dedicated to maintaining and improving fundamental public services.

“Saying that Tijuana is everyone’s responsibility is not just a slogan, it’s a way of governing through collective action. That is why we call on business owners, academia, homemakers, teachers, and civil society to join this crusade. It’s not just about cleaning our city, but about preventing it from getting dirty,” the mayor stated.

In his First Year Report, Mayor Ismael Burgueño’s administration reaffirmed its commitment to a governing model fueled by citizen participation, urban modernization, and the continuous pursuit of tangible results by building a cleaner, more orderly, and safer Tijuana for all.
