Through an agreement signed between the Mexicali Municipal Development Planning Committee (COPLADEMM) and Tecnológico Nacional de México, Mexicali Technological Institute (ITM) Campus, the Mexicali government has taken a significant step toward fulfilling its commitment to the UN’s 2030 Agenda and Sustainable Development Goals (SDGs). This partnership formalizes the preparation of the Mexicali 2025 Voluntary Subnational Report.
This milestone was achieved under the leadership of Mayor Norma Alicia Bustamante Martínez of Mexicali and the coordinated efforts of COPLADEMM, which promotes strategic planning with a comprehensive, sustainable, and participatory vision.

The signing ceremony was attended by Maricela Jacobo Heredia, General Coordinator of COPLADEMM; Manuel de Jesús López Pérez, Director of ITM; Rodolfo Martínez Gutiérrez, Lead Researcher at Tecnológico Nacional de México and National Advisor for the VLR Project; and Karina López Valle, Local Project Leader. Also present were Guadalupe Acuña Álvarez, Head of the Baja California Educational Liaison Office, and Gabriel Ernesto Pando Martínez, ITM Deputy Director of Planning and Outreach, who signed as a witness.

The Mexicali 2025 VLR will serve as a technical and strategic document to assess the municipality’s progress in implementing SDGs. It will also help identify areas for improvement and strengthen evidence-based decision-making, positioning Mexicali as a national benchmark for sustainable development
With this agreement, the Mexicali government reinforces its forward-looking vision: building a fairer, more inclusive, and resilient city that steadily advances toward fulfilling global commitments.
