Mayor Norma Bustamante of Mexicali Presents 2025-2027 Development Plan Focused on Social Justice and Community Well-Being

With this program, the municipal president of Mexicali aims to transform and benefit the most vulnerable communities.

Mayor Norma Bustamante of Mexicali presented the 2025-2027 Municipal Development Plan with the aim of continuing to transform communities and support the most vulnerable groups, while also promoting the well-being of the capital of Baja California.

In her speech, the municipal president highlighted this document’s creation, whose purpose is to address the needs of every resident in the city and Valle de Mexicali. “This plan reflects the voice of people who deserve to be heard and served with social justice,” she stated.

The mayor also highlighted the support of Mexico’s President Claudia Sheinbaum and Baja Californian Governor Marina del Pilar Ávila Olmeda with whom she is joining efforts to deliver results for Mexicali’s families.

For her part, the coordinator of the Mexicali Committee for Planning and Municipal Development (COPLADEMM), Maricela Jacobo, explained that the plan is structured with clear and measurable objectives around five guiding pillars: Well-Being for All, A Safe and Peaceful Mexicali, Making Mexicali Grow, Governing to Serve, and Equality and Inclusion.

Citizen Representative Virginia Ramírez acknowledged the work being carried out by Mayor Norma Bustamante of Mexicali’s administration for its efforts in listening to and addressing the needs of the city’s community through this plan.

This event took place at the Casa de la Cultura Theater in Mexicali and was attended by academic and researcher Governor Marina del Pilar Olmeda; the Secretary General of the State Government, Alfredo Álvarez; Maribel Denegri de Dios, Director of the UABC Social Research Institute, as well as Mexicali City Hall members, representatives from the business industry, civil associations, and community members.
