In a major announcement marking International Police Day, Mayor Norma Bustamante has pledged a significant expansion of benefits for the city’s officers, headlined by a new early retirement option and a confirmed 6% salary increase.
“We recognize the immense work our police carry out every day for the people of Mexicali. That is why in 2026, we are delivering on another commitment: granting access to early retirement for our force,” the mayor said.

The commitment is part of a broad package aimed at improving the well-being and working conditions for members of the Municipal Public Security Directorate (DSPM). The mayor framed the measures as a fulfillment of promises made to those who serve the community.
The enhanced benefits package includes:
- Salary Increase. A 6% raise in salary and benefits.
- Monthly Risk Bonus. Continued support of $1,000.00 per month.
- One-Time Performance Bonus. A payment of $1,000.00.
- Improvement Incentive & Scholarships. A one-time payment of $2,500.00 in September for officers or their children who are studying.
- Life Insurance & Funeral Support. A policy of $350,000.00 and $50,000.00 for funeral expenses, covering active, retired, pensioned, and disabled officers.
- Retirement Gratification. An additional $150,000.00 in severance pay for officers completing their years of service.
- Scholarships for Children of Fallen Officers. Annual support to guarantee education: Basic Level: $10,000.00 | Upper Secondary Level: $15,000.00 | Higher Education Level: $20,000.00
- Housing Program & INFONAVIT. Continuation of the program with a municipal contribution of $37,000,000.00.
- FONACOT Credit. Following administrative efforts, this credit benefit is now available to all personnel.

The day’s ceremonies began with a mass at the Cathedral of Our Lady of Guadalupe, followed by an Honor Guard at the DSPM’s fallen officer monument. The events culminated at the UABC Theater, where officers with 20 to 35 years of service were honored. The ceremony also featured the presentation of the “Police Officer of the Year” award to officer Gerardo Romero.
