Mayor Rocío Adame Outlines Vision for Coordinated Growth Across Tijuana–Tecate–Rosarito Region

Rosarito is deepening ties with the construction industry to advance regional development and sustainable urban growth.

Mayor Rocío Adame Muñoz is leading efforts to strengthen Rosarito’s role within the Tijuana–Tecate metropolitan area, emphasizing collaboration with the construction industry as essential to achieving sustainable growth.

During a meeting with the Tijuana-Tecate-Rosarito chapter of the Mexican Chamber of the Construction Industry (COMICE TTR), the mayor outlined her vision for coordinated urban development, calling for closer partnership between the public and private sectors.

“Through coordination, we can achieve great things—especially in business and construction,” she said. “It is essential that we work together and recognize the growing role of women in these fields, whose capacity and commitment are vital to transforming our municipality.”

The meeting also served as a platform to present the PRODEUR Works Program for the third quarter of 2025, detailing the continuation of current projects and the launch of new priority initiatives.

Highlighted projects and actions include:

  • Construction of a temporary audiovisual room at the Municipal Park
  • Rehabilitation of City Hall restrooms
  • New homes for families affected by fires in Primo Tapia
  • Construction of the Downtown Area Sub-Delegation
  • Pavement of multiple streets, prioritizing neighborhoods with the greatest need
  • Urban regeneration of Popotla Boulevard

Improving road connectivity remains a top priority for the administration, ensuring that most families have access to safe and decent streets. Current paving projects focus on underserved areas before expanding to others.

Leaders from COMICE TTR emphasized Rosarito’s strategic role in the regional economy, noting its potential to anchor major infrastructure projects that will benefit the broader Tijuana–Tecate–Rosarito corridor.

Building on that regional outlook, Mayor Adame called for the creation of a Master Plan for Metropolitan Development, designed in collaboration with neighboring cities and IMPLANES, with federal backing for key mobility, transportation, and public service projects.

To finance these initiatives, Rosarito has a projected investment of 226 million pesos for 2025, with a similar amount anticipated for 2026. The majority—186 million pesos—will be funded through the federal Normal Works Program (PRON).

The mayor also highlighted efforts to strengthen municipal finances by modernizing the land registry and improving property tax collection, particularly within the newly regularized settlements. Each peso collected, she noted, is reinvested directly into community improvements.

The meeting concluded with COMICE TTR presenting Mayor Rocío Adame with a formal recognition for her administration’s openness to collaboration and commitment to long-term regional planning.
