Mexicali’s City Council unanimously approved two initiatives aimed at improving protections for neurodivergent residents and strengthening the city’s response to domestic violence, Mayor Norma Bustamante announced.
The measures were advanced by a joint commission overseeing governance, public safety, and gender equity and human rights.

One of the initiatives establishes a formal protocol to help locate and protect people with Autism Spectrum Disorder. Under the plan, officers with the Municipal Public Safety Department will receive specialized training to ensure respectful and appropriate interactions with individuals who are autistic or otherwise neurodivergent.
The council also approved the creation of a registry to track reported cases of domestic violence. The Municipal DIF and the Municipal Women’s Institute will work together to provide victims with coordinated support and direct assistance.
