Mexicali Earns A+ Credit Rating After Strong Fiscal Performance

The capital of Baja California earned an HR A+ rating under the administration of Mayor Norma Bustamante, highlighting its financial stability.

Credit agency HR Ratings assigned the City Hall led by Mayor Norma Bustamante of Mexicali an HR A+ rating due to its stable financial management.

In its June report, the agency noted that the municipal government reported a primary surplus (BP) equivalent to 2.8% of total revenue (IT) in 2024.

Additionally, “the municipality increased its investment spending by 21.3% from 2023 to 2024. Despite this, it maintained a surplus thanks to a 9.5% increase in locally generated revenue, driven by progressive tax rates on the Property Transfer Tax (ISAI).

HR Ratings also highlighted that in 2024, Mexicali’s administration settled a long-standing debt with the Baja California Institute for Social Security and Services for State and Municipal Government Workers (ISSSTECALI).

For the coming years, HR Ratings expects Mexicali’s government to maintain positive financial dynamics, with no projected need for additional financing.

Thus, the report reaffirms the responsible management of public finances under Mayor Norma Bustamante of Mexicali’s leadership, ensuring the continuity of essential public services for residents.
