Local government officials and medical professionals gathered this week for the third annual “Legal Medicine and Comprehensive Care 2025” Congress, reaffirming the city’s focus on professional excellence in healthcare and justice.
Organized by the Municipal Government through its Medical Services Department, the event took place on October 25–26 and brought together healthcare and legal professionals for advanced training in forensic medicine and human rights protocols.
Julián Francisco Alaniz, Human Resources Coordinator, representing Chief Administrative Officer Claudia Beltrán González, expressed his appreciation to participants and noted that Mayor Bustamante’s administration prioritizes investing in the professional development of public servants.

Alaniz underscored the vital role of the medical-legal field, whose work directly influences the administration of justice and the protection of human rights, and emphasized the importance of collaboration between medical-legal professionals and the Municipal Public Safety Directorate (DSPM).

Isabel Yadira Plascencia Figueroa, coordinator of the medical-legal area for Municipal Medical Services, highlighted the need to strengthen professional training and uphold ethical standards and human dignity in forensic sciences—particularly in procedures involving individuals in state custody.
“Updating and strengthening the knowledge of medical, legal, and public health personnel in medical-legal matters—promoting learning, reflection, and the exchange of professional experiences that foster an ethical, efficient, and humane practice—is the guiding principle of City Hall’s medical coordination,” Plascencia Figueroa concluded.
