Mayor Norma Bustamante of Mexicali has completed her two-year term as president of the Association of Mexican Capital Cities (ACCM), concluding a period of unprecedented collaboration among municipal leaders from across Mexico’s political spectrum.
“From its inception, the ACCM has demonstrated how leaders from diverse political backgrounds can find common ground to address issues that matter to our constituents and our country,” Mayor Bustamante said.
During her tenure, which concluded with an event that took place in Puebla, the mayor of Mexicali prioritized several key initiatives, including modernizing municipal treasury systems, updating property registries, and advocating for more equitable distribution of federal resources to urban centers.

Reflecting on her term, Bustamante thanked the ACCM for their trust and highlighted achievements in multiple areas including public security enhancements, improved water management systems, increased federal funding access, and advancements in governmental transparency. Cultural development and tourism promotion also featured prominently during her presidency.
“I leave this position with one fundamental conviction: Mexico’s strength resides in its cities, and our cities draw their strength from their people. Let us continue to honor this truth through continued work, unity, and hope for our communities,” she concluded.
