Mexicali Mayor Norma Bustamante Promotes Social Inclusion and Respect

The mayor concluded the "Sinapsis Colectivo" symposium and signed a collaboration agreement with CEDHBC.

Mayor Norma Bustamante of Mexicali presided over the closing of the “Sinapsis Colectivo” symposium and formalized a partnership with the State Human Rights Commission (CEDHBC), advancing social inclusion efforts in Baja California’s capital.

The mayor of Mexicali stated that these actions mark “a firm step toward making inclusion and respect everyday practices felt in our homes, neighborhoods, schools, and workplaces.”

She also recognized Colectivo Neuroinfinito, founded and led by Andrés Leyva, which collaborated with the city’s Human Rights and Vulnerable Groups Coordination and Municipal Youth Institute to organize the symposium. The event trained employees across all Mexicali City Hall departments and agencies.

Andrea Paola González, Head of Human Rights Coordination, explained that the following topics were addressed during training:

  • Neurodiversity in public service
  • Inclusive communication with neurodivergent individuals
  • Reasonable accommodations and adjustments in citizen services
  • Lived experiences from disability perspectives
  • Institutional sensitivity and inclusive organizational culture

The ceremony concluded with Mayor Bustamante of Mexicali signing the agreement with CEDHBC President Jorge Álvaro Ochoa to strengthen joint human rights promotion in the city, together with staff, resources, and spaces, to foster a culture of respect and inclusion.
