Mayor Norma Bustamante announced a significant milestone in the city’s ongoing battle against urban pollution this week, revealing that her “Cero Tolerancia” (Zero Tolerance) initiative has successfully cleaned and secured 896 neglected, abandoned, or polluted properties across the city.
The announcement came as the mayor personally inspected the cleanup of a severely neglected lot in the Bellavista neighborhood, a site overwhelmed with accumulated garbage and debris as part of the broader “Mexicali Brilla” (Mexicali Shines) campaign.

“We are targeting properties that have become sources of infection and insecurity for our communities. Transforming 896 of these hazardous sites marks a crucial step forward in our commitment to public health and safety,” the mayor said.

Juan Francisco Garza, Director of Public Services, reported that the Bellavista property was facing its second fine, now totaling over $76,000 pesos. He also urged citizens to report anyone caught dumping trash on public roads, in abandoned houses, or on vacant lots to 911.
Meanwhile, Bianka Viramontes, the Municipal Revenue Collector, explained that unpaid fines are directly linked to the owner’s property tax account. However, she also pointed to a current incentive for compliance, noting a 50% discount available on payments for fines and late fees for those who settle their debts.
