Mexico Approves U.S. Navy SEALs to Join Joint Training Exercise in Campeche

Lawmakers said the collaboration will improve Mexico’s tactical readiness across conventional and unconventional operations.

Mexico’s Senate has approved a measure allowing U.S. Navy personnel to participate in a joint training exercise with the Mexican Navy in the state of Campeche. The program is scheduled to run from February 15 to April 16, 2026.

Where and when

The training will take place at the Mexican Marine Infantry’s Specialized Training Center in San Luis Carpizo, as well as at the Naval Sector in Ciudad del Carmen. Nineteen U.S. Navy personnel are expected to take part.

The exercise, called “Enhancing Special Operations Forces Capability,” aims to strengthen both individual and collective tactical skills. Organizers say it will also improve operational compatibility between Mexico’s Naval Special Operations Unit and the U.S. Navy SEALs, enhancing coordination for future special operations.

Senate approval and oversight

The Senate’s Navy Committee approved the measure with 16 votes in favor. Lawmakers also added a provision requiring the Mexican Navy to submit a detailed report to the Senate within 30 days after the exercise concludes.

Senators emphasized that Mexico maintains exclusive authority to authorize foreign military forces to operate within the country, ensuring that international cooperation remains under democratic oversight, in line with national sovereignty, security, and civilian command.

Support for the joint exercise

During the debate, proponents highlighted the benefits of such training, including improved interoperability, enhanced tactical capabilities in conventional and unconventional operations, and strengthened skills in air-mobile operations, maritime maneuvers, infiltration, boarding, and tactical medicine.

Officials stressed that the exercise does not constitute a foreign intervention or a transfer of sovereignty. Instead, it represents a strategic partnership aimed at boosting Mexico’s security and operational capacity.
