Property tax is undoubtedly one of the main sources of income for local governments;with its revenue, needs such as street patching, garbage collection, etc. are covered. It is therefore important that municipalities are accountable for efficient collection.

In an interview with Business Conexion, Tijuana's Secretary of Municipal Planning and Finance, Jose Guadalupe Mojica Moreno, spoke about the non-payment of property tax in the city. He indicated that there is a significant lag in the payment of property taxes both in the cadastral keys that correspond to dwellings, as well as in those corresponding to the industrial sector, vacant lots, land developers and homebuilders. "We have 570,000 cadastral keys,in the municipality, of which, today, only 46% are paid.
