In a move aimed at modernizing the city’s transportation system, the Tijuana government has formalized a collaboration agreement with the Tijuana Economic Development Council (CDT). The partnership, implemented through the Secretariat of Sustainable Urban Mobility, Inspection, and Road Safety (SEMOVIS), led by Apolinar Fernández Álvarez, seeks to promote safer, more organized, and sustainable mobility across the city.
The agreement establishes an official framework for joint projects focused on expanding Tijuana’s bicycle lane network, implementing roadway modifications, and upgrading urban infrastructure. All initiatives will be guided by the mobility pyramid, a planning principle that prioritizes pedestrians, cyclists, and public transit users over private vehicles.

Fernández Álvarez noted that the agreement builds on a year of collaborative work with the CDT, transforming an ongoing partnership into a formal structure to support future strategic mobility projects.
CDT President Ana Alicia Meneses also welcomed the agreement, expressing confidence in the collaboration.
“We are very pleased to sign this agreement because we care deeply about Tijuana and are eager to work together. This formal partnership will be key to ensuring the success of projects that benefit the entire community,” Meneses said.

SEMOVIS emphasized that the agreement reflects a shared commitment to Tijuana’s orderly and sustainable development, supported by technical planning, mobility improvements, and institutional cooperation.
The signing ceremony was attended by representatives from both organizations, underscoring the joint effort behind the initiative.
