What is a penumbral lunar eclipse?

A penumbral lunar eclipse is characterized by a slight darkening of the moon's surface, which occurs when the Earth partially blocks the sunlight it reflects.

"Eclipses are repeated during the Saros cycle, a period of approximately 18 years and 11 days. The Threshold Magnitude gives the fraction of the diameter of the Moon immersed in the Earth's threshold shadow at the instant of the largest eclipse" details NASA.
