During Wednesday’s morning press conference, Baja California Governor Marina del Pilar Ávila Olmeda, together with the state Minister of Tourism Miguel Aguíñiga Rodríguez, highlighted the major benefits of the “Corazones Viajeros” (Traveling Hearts) program. This initiative aims to make tourism more accessible to the state’s most vulnerable communities through subsidized and affordable travel options.
The program’s goal is to allow Baja Californians to discover and enjoy the state’s tourist attractions by removing economic barriers.

“Corazones Viajeros is our way of sharing Baja California’s cultural and natural heritage, ensuring everyone can experience and appreciate it,” Aguíñiga Rodríguez, who also encouraged the public to take advantage of this valuable initiative, stated.
Governor Marina del Pilar emphasized that this project reflects her administration’s commitment to inclusion and social justice: “We want no one to miss out on the wonders that make Baja California a unique place.”

A Program That Has Benefited Over 12,000 People in Baja California
Between 2023 and 2024, 9 million pesos were invested in the program, benefiting more than 12,700 people.
For 2025, an investment of 6 million pesos is projected, with the goal of reaching 5,550 Baja Californians through two travel options:
- Day trips (up to 10 hours): They include transportation, a tour guide, entrance fees, insurance, and a coordinator. These are fully subsidized trips, primarily for schools, and available in all of the state’s seven municipalities.
- Overnight trips (two days, one night): They include transportation, lodging, guided tours, and insurance. Available in Tijuana and Mexicali at affordable prices for the general public.

These efforts are part of the 2022–2027 Sectoral Tourism Program, which seeks to position Baja California as a leader in responsible, accessible, and sustainable tourism.

Cruise Arrivals Increase in Ensenada: 1 Million Passengers Expected in 2025
During the press conference, Secretary Miguel Aguíñiga also reported significant growth in Baja California’s cruise sector. According to the data, there has been a 20% increase in ship arrivals and a 38% rise in passenger numbers compared to the previous year.
So far in 2025, Ensenada has welcomed 112 cruise ships and over 387,000 passengers by sea.
“This growth is no coincidence—it’s the result of coordinated efforts between authorities, the private industry, and the port community, under the leadership of our governor,” Aguíñiga stated.
The Secretariat of Tourism projects that by the end of 2025, there will be 351 cruise arrivals and over 1 million passengers.
