Partnership Between Tijuana and UTT Strengthens Academic and Professional Training

The agreement will open paths for student internships while providing training programs for city workers.

The Tijuana government, led by Mayor Ismael Burgueño, signed a partnership agreement with the Technological University of Tijuana (UTT) to strengthen education, professional development, and community service in the city.

The agreement sets the framework for collaboration, allowing UTT students to complete social service and professional internships in municipal offices and departments.

In turn, the university will offer support through academic programs, training courses, and advisory services for city employees and their families.

UTT Director Salvador Morales Riubí highlighted the agreement as a tool to reinforce both academic learning and job training for young people.

UTT belongs to Mexico’s Technological and Polytechnic Universities system, which represents 63% of the country’s higher education enrollment. Founded in 1998, the institution currently has about 4,500 students.

The university offers seven engineering programs and three bachelor’s degrees, available both in-person and on-site starting in the 2025–2026 academic year. Since 2018, it has been the first and only public university in Baja California to provide programs with a bilingual, international, and sustainable focus.

Municipal officials from the Mayor’s Office, along with UTT leadership, attended the event, including Director Salvador Morales Riubí, Academic Secretary Juan Manuel Herrera Peregrina, Head of Institutional Linkage Alma Rosa Sanz Hernández, Technical Secretary Luis David Lobo Ríos, and Head of Promotion and Outreach Lorena García Ramírez.

Through this partnership, the Tijuana government reaffirms its commitment to building alliances with educational institutions and expanding access to training and professional opportunities for the community.
