The Playas de Rosarito City Hall has overhauled its environmental governance to tackle pressing ecological and animal welfare challenges. The historic reform, approved unanimously during a recent council session, aims to create more robust environmentally friendly protections without imposing new fees on residents.
Led by Mayor Rocío Adame, key modifications to the Internal Regulations of the city’s Secretariat of Environmental Protection were ratified. The changes are designed to consolidate authority, streamline processes, and sharpen the focus on long-standing municipal issues.
The mayor stated that this initiative aims to build a stronger, more responsive institution whose goal is to address environmental protection, waste management, and animal welfare comprehensively, guided by sustainability and social responsibility.

A central feature of the reform is the creation of a dedicated Environmental Attorney’s Office. Marisol Montaño, head of the Secretariat of Environmental Protection, explained that this office will provide targeted legal and operational attention to chronic problems, including pollution in the Huahuatay stream and Rosarito Canyon, as well as illegal waste disposal. In addition, it will enhance monitoring and enforcement against individuals or businesses who dump trash in unauthorized areas, applying the rules consistently and effectively.

Regarding animal well-being, the former Animal Protection Coordination has been elevated to a full Directorate of Animal Rights and Welfare. The change grants the agency greater operational and legal authority to handle cases of animal abuse, manage stray animal populations, and promote responsible adoption and care.

The municipal government emphasized that the new approach will prioritize prevention through environmental planning, public education, and community engagement. Rather than solely reacting to violations, the administration plans to develop tools and programs that help avert environmental crises before they occur.
As a next step, the city will convene open working groups including civil society organizations, veterinarians, lawyers, and residents to help draft detailed regulations for the new Secretariat and Animal Welfare Directorate. Information on participation will be shared through official channels.

Mayor Rocío Adame emphasized that a clean, orderly, and environmentally conscious community is a shared responsibility.
“Taking care of our surroundings and the well-being of animals reflects our community’s awareness and commitment. Here in Playas de Rosarito, we are taking firm steps toward a more humane, responsible, and citizen-focused government,” she said.
Through these efforts, the 10th City Hall of Playas de Rosarito is advancing toward a more sustainable and equitable municipality dedicated to environmental protection, animal welfare, and an enhanced quality of life for all its residents.
