The government of Tijuana has issued a response to former Mayor Montserrat Caballero regarding the city’s budget and the Playas de Tijuana boardwalk project. The statement was delivered during a press conference led by local Government Minister Arnulfo Guerrero León.
Municipal officials announced that the boardwalk project has been suspended indefinitely due to significant irregularities in its execution. Among the issues cited were the absence of essential technical studies and the awarding of contracts to companies lacking experience in maritime construction.
Virginia Vargas González, Secretary of Urban and Territorial Development, emphasized that the project posed serious risks to the community, further justifying the suspension.
“We found a project suspended by the State Civil Protection since September 2024, lacking environmental permits, specialized technical studies, and with an evident risk of collapse. We decided to act responsibly by implementing mitigation measures to protect the lives and property of Tijuana natives,” she said.

The secretary noted that vertical cuts in the terrain, significant erosion on the boardwalk, and pipes draining directly onto the beach were detected, causing considerable instability in the slope. Vargas González warned that “if no action had been taken in time, the slope would have collapsed, posing a real risk of loss of life.”
Playas de Tijuana Boardwalk Project to Resume Until 2026
Guerrero León addressed the claims made by the previous administration, denying that the suspension of work was due to budgetary issues. Instead, he attributed the problem directly to poor planning and legal non-compliance.

He also strongly criticized the contractors’ lack of experience: “They didn’t know what to do because they weren’t specialists in the field,” he claimed.
It should be noted that the actions taken so far include the installation of pilings, construction of retaining walls, fillings with rocky materials, and new technical studies such as littoral transport, bathymetry, and beach profiling. Additionally, authorities confirmed that the environmental impact statement has already been submitted to SEMARNAT as part of regulatory compliance.
Authorities indicated that work may not resume until 2026 and is expected to be carried out in at least two or three phases.
