Poll Shows Morena Advantage in Baja California With Tijuana Mayor as Early Favorite

Mayor Ismael Burgueño ranks highest among potential candidates in early voter preferences for the governor’s race.

As Baja California moves closer to its next gubernatorial election, early polling suggests Tijuana Mayor Ismael Burgueño is leading a crowded field of potential contenders.

A new survey by polling firm Buendía & Márquez for the national newspaper El Universal places Burgueño at the top of voter preference, offering an early snapshot of public opinion as the race begins to take shape.

The poll shows the governing Morena party holding a clear advantage among voters. If the election were held today, 38% of respondents said they would support Morena, far ahead of the opposition. The PAN trailed at 11%, while the PRI and Movimiento Ciudadano were tied at 6% each. Smaller parties registered single-digit support.

Beyond party preference, the survey also measured name recognition for political figures being discussed as possible candidates for governor. Burgueño, who currently serves as mayor of Tijuana, was recognized by 46% of respondents.

Several other local figures registered higher or comparable levels of public awareness, including former Tijuana Mayor Montserrat Caballero and businessman Juan Carlos Hank. Recognition dropped more sharply among the rest of the potential field, suggesting a fragmented landscape in which visibility and party affiliation may play an outsized role.

While the election remains months away, the findings highlight Morena’s continued dominance in the state and position Burgueño as an early front-runner in a race that is still taking shape.
