Programs and Education: Ismael Burgueño Highlights 4T Progress in Baja California

Ismael Burgueño Ruiz, Tijuana’s mayor on leave, has offered a comprehensive assessment of the achievements attributed to the Fourth Transformation (4T) in Baja California, pointing to social programs, educational infrastructure, and federal economic policies as key drivers of change for families across the state.

Burgueño underscored the construction and expansion of universities and high schools, along with targeted support for women and student scholarship programs. He framed these initiatives as part of a broader effort to expand opportunities for diverse sectors of the population and represent a continuation of the social agenda advanced under President Claudia Sheinbaum Pardo, particularly in the border region.

Burgueño also revisited measures enacted during the administration of former President Andrés Manuel López Obrador, which he said laid the groundwork for economic stability in Baja California such as the border-specific value-added tax (VAT) policy and the increase in the minimum wage.

“At the time, the former president’s policies on VAT and the minimum wage boost reinforced Baja California’s economic position,” he remarked.

According to Burgueño, these previous efforts, combined with ongoing federal actions, help explain the sustained support the 4T movement continues to receive. He affirmed his commitment to maintaining an active presence across Baja California to report on progress and engage directly with communities and gather feedback.

“We will keep touring the state, keep speaking with the people, listen carefully to their concerns and suggestions for improvement, and strengthen the Fourth Transformation project,” he said.

He further noted that Morena’s recent electoral performance in the state reflects enduring voter confidence, adding that continued citizen participation will be critical in shaping the next phase of the movement’s agenda in Baja California.
