Local authorities rescued two puppies during an operation targeting the illegal sale of animals near the San Ysidro Port of Entry, Tijuana Mayor Ismael Burgueño announced.
The rescue occurred during a routine supervisory patrol conducted by the Municipal Inspection and Verification Department. According to José Antonio Olivas Heredia, the department head, officers discovered an individual attempting to sell the puppies illegally in the vicinity of the busy border crossing.

Upon spotting the authorities, the suspect abandoned the puppies and fled the scene. Authorities immediately proceeded to safeguard the animals and notified the Municipal Department of Citizen Security and Protection (SSPCM) regarding the incident.
“The instruction from Mayor Ismael Burgueño is very clear: to continue and reinforce these operations within our scope of authority. A priority for this administration is animal protection and welfare,” Olivas Heredia said.
The Tijuana government reiterated its commitment to animal rights, vowing to continue inspection, awareness, and rescue operations. Mayor Burgueño’s administration aims to strengthen interagency collaboration and promote a culture of dignified and responsible treatment of animals.
