Rosarito Builds Closer Ties With Tourism Developers

City officials met with tourism developers as part of ongoing efforts to strengthen dialogue around investment, development, and property tax policy.

Playas de Rosarito Mayor Rocío Adame met with members of the Tourist Developers Association of Baja California (ADETUR) to discuss responsible investment and review fiscal policies, including property taxes, with a focus on transparency and fairness.

The meeting addressed issues tied to the city’s growth, including economic development, job creation, and how current tax mechanisms are applied. Adame said any review of property tax policy is centered on protecting residents, with adjustments designed to be clear, proportional, and fair for local families.

She emphasized the importance of maintaining open lines of communication between city government, residents, and the business community, noting that both citizens and developers have the right to request reviews or seek clarification under existing laws.

Adame said the talks are part of an ongoing effort to align economic growth with stronger municipal finances, prioritizing projects that create formal jobs, support the local economy, and deliver tangible benefits to the community.

Also taking part in the meeting were Irán Leonardo Verdugo, local Minister of Economic Development and Tourism (SEDETUR), who presented technical analysis, and Adrián Gaeta, head of the city’s property registry, who provided insight on urban planning and development.

The mayor said her administration remains committed to listening and working collaboratively with both the private sector and the public, arguing that open dialogue is essential to the long-term development of Playas de Rosarito.

“Growth in Playas de Rosarito needs to be orderly, fair, and guided by a social vision,” Adame said. “We want to create conditions for responsible investment, while keeping the well-being of our residents at the center of every decision.”
