The city of Playas de Rosarito has begun training municipal inspectors on how to properly issue and carry out inspection orders, an effort Mayor Rocío Adame says is aimed at improving oversight and reducing legal disputes involving city agencies.
The training session, titled Proper Legal Basis for Inspection Orders, brought together inspection staff from multiple city departments. Officials said the goal is to strengthen legal knowledge and ensure inspections are conducted consistently and within the law.

According to the city, the course focused on how inspection orders should be prepared, justified, and executed, with an emphasis on due process and legal certainty. City leaders said better training can help prevent administrative errors and reduce the likelihood of legal challenges against the municipality.

The session was led by Flora Argüiles and Mayerling Lugo, both members of Baja California’s State Administrative Justice Tribunal, who provided guidance based on administrative law standards.

Topics included how inspection orders are issued and delivered, how inspections should be carried out, proper documentation, the responsibilities of authorities, and the rights of individuals before, during, and after an inspection or verification process.
A total of 41 inspectors participated, representing departments such as revenue collection, mobility, urban services, property registry, civil protection and fire services, urban administration, public health, verification, and social welfare.

City officials said additional training sessions are planned for February as part of Mayor Adame’s push to improve administrative procedures and raise the overall quality of public service.
