Rosarito Mayor Rocío Adame Approves New Mobility Department Regulations

The Playas de Rosarito City Hall has just approved a new legal framework granting expanded powers to its Municipal Mobility Department. The initiative, championed by Mayor Rocío Adame, aims to resolve years of regulatory ambiguity and prioritize safety for all road users.

City Hall passed the new Internal Regulations by a majority vote during its weekly session on Thursday, formally repealing an outdated set of rules for the former Secretariat of Mobility and Transport. The newly ratified regulations are designed to directly impact pedestrians, cyclists, users of public transportation, people with disabilities, and drivers by creating a more structured and enforceable transit environment.

“Today we provide certainty. Today we are bringing order where there were legal voids for many years. This regulation modernizes mobility in our municipality and restores clear authority to act with legality and transparency,” the mayor said.

The new framework, introduced by Councilwoman Janeth Sepúlveda Carreón, head of the Mobility Commission, provides the legal tools necessary for the Department of Roadway Inspection and Surveillance to carry out its work.

Under the new rules, the Mobility Department now has the authority to:

  • Supervise and regulate public, private, and heavy freight transport in accordance with Vehicle Traffic Regulations.
  • Act as the official inspecting authority on municipal roads and enforce the provisions of Traffic and Vehicle Control Regulations.
  • Issue infractions and impose sanctions on non-compliant drivers of public and freight transport.
  • Maintain official records of all infraction tickets.

Councilwoman Sepúlveda was quick to clarify a key point for local residents: the updated powers focus exclusively on commercial and freight transport, formally excluding private motorists from its scope.

Prior to the approval, inspectors performed duties without a clear regulatory foundation, a situation stemming from previous state-level modifications that created legal uncertainty.

“Mobility is an issue that evolves and demands constant modernization. The Playas de Rosarito City Hall is building an orderly and safe city with clear rules for everyone,” the mayor emphasized.

As the session ended, Mayor Rocío Adame reiterated that this initiative is part of the comprehensive institutional strengthening project her administration is promoting.

“Our commitment is to serve responsibly. Updating this regulation not only addresses an operational need. It addresses a citizen’s right: the right to move safely, with dignity, and efficiently in Playas de Rosarito.”

The approval solidifies a major step in the Rosarito’s journey toward a modern, people-centric mobility model, signaling the local government’s renewed focus on community well-being and public safety.
