Rosarito Mayor Rocío Adame Outlines Achievements in First-Year Report

Rocío Adame delivered her inaugural government report, showcasing one year of results.

Marking her first year in office, Mayor Rocío Adame presented her first government report on Wednesday, October 1st, outlining a comprehensive record of achievements built on her administration’s four core pillars: well-being, security, infrastructure, and economic development.

In an address at City Hall, the mayor emphasized that her philosophy of governance extends beyond simple administration to actively delivering tangible improvements for residents.

A Focus on Social Well-Being

Key initiatives included the distribution of thousands of food support packages to vulnerable populations and the donation of an 8,842-square-meter plot in Real de Rosarito, complete with basic services. This land donation positioned Playas de Rosarito as the first municipality in Baja California to activate the National Housing Program.

Significant investment was channeled into community development, with over 100 million pesos dedicated to the Primo Tapia delegation for infrastructure and social programs. Furthermore, more than 700 citizens were sworn in to form neighborhood committees across various communities including Santa Anita, Primo Tapia, Constitución, Plan Libertador, and Upper Colinas del Sol, strengthening civic collaboration.

Over 3,300 pensioners, single mothers, and indigenous residents benefited from a property tax subsidy program totaling 1.9 million pesos.

Social projects were executed in the municipality, with a total investment of over 15 million pesos, benefiting over 50 families in underserved neighborhoods such as La Mina, Constitución, and Downtown.

Security

Public safety saw notable improvements, with the mayor reporting a 33% reduction in the overall crime rate compared to last year. Specific decreases included a 25.8% drop in homicides, a 62% reduction in home burglaries, and 28% drop in business burglaries.

A key infrastructure achievement was the inauguration of a new Court of Peace and Civic Justice, fully funded by the municipality with an investment of over 16 million pesos.

Between 2024 and 2026, 52 internal Civil Protection programs in commercial and service establishments were reviewed and updated, in addition to addressing  2,970 emergency calls reported by C-5.

For a Cleaner and More Orderly Rosarito

Efforts to create a cleaner, more orderly city resulted in the collection of 3,977 tons of heavy waste and over 58,000 tons of domestic garbage in response to hundreds of citizen reports.

Twenty-three public works projects were completed, including the urban regeneration of Popotla Artesanal Boulevard and mobility enhancements in the Ejido Mazatlán and Cuenca Díaz areas.

Public lighting received a major upgrade with the maintenance of 1,900 streetlights, and the installation of 317 new lights and 150 new LED fixtures.

The Task: Driving Economic Momentum

On the economic front, Playas de Rosarito garnered significant attention by hosting the 49th edition of Tianguis Turístico 2025.

The event drew visitors from 32 states and 45 countries, achieving 100% hotel occupancy and facilitating over 600 business meetings, through activities such as “Welcome to Rosarito”.

The city attracted 11 new business expansion projects and is now home to 22 active tourism real estate developments (6 of which are new), contributing to a 30% year-over-year growth in tourism real estate investments.

A Commitment Firmer Than Ever

“Today, in this first government report, I reaffirm my commitment to the principles of the Fourth Transformation: honesty, social justice, and closeness with the people. It is our turn to make history, and we are doing it because Playas de Rosarito deserves it, because together, we are proving that yes, it is possible,” Mayor Rocío Adame of Rosarito said.
