Rosarito Mayor Rocío Adame Muñoz on Wednesday formalized a five-year partnership with the Autonomous University of Baja California (UABC), signing a broad collaboration agreement aimed at expanding opportunities for students and supporting local development.
The agreement sets the foundation for joint work in academic research, technology, cultural programming, and community-based education projects. City officials said the partnership had been in development for months and will now move into an active implementation phase.

During the signing ceremony at City Hall, Mayor Adame emphasized the importance of strengthening ties between local government and higher education, particularly when it comes to creating meaningful opportunities for young people.
“Education has to keep evolving,” Adame said. “We want to work closely with the university to make sure students are prepared for what comes next, because they’re not just the future of Rosarito, they’re its present.”
The agreement was signed by Mayor Adame alongside UABC Rector Luis Enrique Palafox Maestre and other university officials. It outlines initiatives such as innovation projects, academic exchanges, and expanded internship and social service placements for students.

The partnership will directly benefit students at UABC’s Rosarito campus, which offers programs in fields including administration, law, economics, gastronomy, and enology. City officials noted that the broader community is also expected to benefit from research and development projects focused on local needs and cultural initiatives.
University leaders highlighted ongoing collaboration with the city on transportation and mobility, efforts that have already improved access and safety for students and staff.
Following the signing, Mayor Adame and Rector Palafox met privately to discuss how universities and local governments can adapt to changing educational demands and strengthen their role in community development.

Officials said the agreement reflects a shared view that closer cooperation between academia and local government can help drive innovation and long-term growth in Rosarito.
