Rosarito Offers Free Dual Citizenship to U.S.-Born Children of Mexican Parents

Rosarito is helping binational families gain legal recognition by simplifying the process and removing common costs.

The Rosarito government, led by Mayor Rocío Adame, is launching the new “Soy México 2025” campaign in coordination with the Baja California state government and Mexico’s Ministry of the Interior. The initiative aims to provide legal recognition and dual nationality to children and young adults born in the United States to Mexican parents.

The campaign will run from Friday, August 1 through Tuesday, August 29. During this period, eligible minors and students of legal age will be able to apply for their Mexican nationality free of charge and through a simplified process. Services will be available at Rosarito’s Civil Registry Office and at the Primo Tapia and Real de Rosarito municipal offices.

This initiative addresses a common issue along the border: securing legal recognition of Mexican identity for young people born abroad. With official Mexican documents, these individuals will be able to access essential rights such as education, healthcare, and social programs.

David Salomón Méndez Meléndez, head of the Civil Registry Office, emphasized the importance of the campaign.

“This is a unique opportunity for binational families,” he said. “With this documentation, beneficiaries gain not just legal certainty, but full access to their rights as Mexican citizens without unnecessary red tape or extra costs.”

To complete the process, applicants must present the following documents:

  • A legible copy of their U.S. birth certificate
  • An official ID (if over 18)
  • Copies of their parents’ Mexican birth certificates (with QR code)
  • Official IDs of both parents
  • Certified CURP (Mexican ID code) for both parents

One of the main benefits of the “Soy México” campaign is that applicants are exempt from paying for the certificate of no prior registration, as well as from translating and certificating their U.S. birth certificates, dramatically reducing both the cost and time required.
