Under the "I do what I want" mindset, the Ministry of Economic Development of Baja California requested a budget expansion on the excuse that its budget is insufficient to perform the tasks that they are assigned to complete, and so, through the Ministry of Finance, headed by Antonio Valladolid, they requested a budget expansion to State Congress, receiving $13,456,469 pesos on August 7, 2014, approved in Judgment number 62.



According to a press release, on June 8, 2015, the Secretary of Economic Development of the Government of Baja California, Carlo Bonfante, opened a representative office in London "in order to promote trade and investment from Europe to Baja California". Wasn't it opened in 2014? So, why did Government of Baja California issued a press release in November 30, 2014 statint that it had opened a representative office in London, UK? Why the Governor of Baja California announced this opening, after attending the Farnborough Air Show, and said that the cost of having a representative in England would be minimal? Why was it reported that Barbara Ruelas ran the office,being that she never took office after being deported from the UK? Under who's charge was the office during those six months? What was the purpose and use of the $3,870,000 pesos that went to the office of Baja California in London, since August 7, 2014, according to the information of Judgment number 62 approved by the Congress of Baja California; a financial movement that contradicts that said by the Governor in a press conference? What happened to the $700,003 pesos in fees destined towages that, according to judgment number 62 were to be allocated between July and December 2014 for the representative of the Government of Baja California in London? Based on what requirements was Barbara PatriciaRuelas Quintero hired as head of that London office? Who hired this person and assigned her to the London office? Why did Secretary Carlo Bonfante moveto London to officially open this office, a year after, on June 8? Why did Barbara Patricia RuelasQuintero received $168,000 pesos of public funds between January and July 2015, if she never took office after being deported by UK immigration authorities due to a lack of a work visa? Why does SEDECO statesthat it has an office in the City of London, ifsaid office still has no owner?



First of all, let us separate everything into digestible bites in order to better understand Mrs. Ruelas' many shameful and failed attempts to enter the United Kingdom, which, of course, are an open secret; evidence that demonstrates atotal lack of common sense and wisdom in the girl that was assignedby SEDECO officials to represent the entity in the European Union. It all starts with Mrs. Barbara Ruelasarriving at the UK and being questioned about the reasons for her travel, to which she replies that she is to go there to work as a representative of the Government of Baja California in London. The officers explain to her that going as a representative of the Government of Baja California does not exclude her of the work visa requirement, and so, she is denied entry to the UK and placed on a flight back. A couple of days later, young Ruelas takes another plane back to London, and at the airport she is again confronted with questions regarding the reasons behind her journey, and this time, sheresponds by saying thatshe arrives as a tourist; what she actually ignores is that there is already a file of her previous attempt to work in the UK illegally. She is then accused of making herself pass as a simple tourist when she is actually going to work and so, she is deported again. Now young Mrs. Ruelas faces a ban of 20 years before she could get even consider getting back to the UK.



Why did Barbara Ruelas manage to get to where she is? Did anyone actually advice her, and if so, who did it? What credentials are needed to be designated a representative of the Government of Baja California in Europe? Why didn't Ruelasand her superiors know how to perform their duties abroad? Why didn'tRuelas or SEDECO officials sized up to what could happen? Well, in the end this story just serves as another reminder that in the SEDECO is absent in all good work.



In an unfunny turn of events



Fictional versions of the current state of the Baja California office in the UK continue to surface. According to the statement issued on June 8, 2015, Fernanda Loustaunau runs the representative office of the Government of Baja California in London. Now, if that were true, why was Loustaunau still in Baja California by July? What if it is a fact that Loustaunau is not in London because she has been receiving $390,000 pesos in just six months (February 15 – August 15), a sum that has been distributed in fortnightly payments of $32.500 pesos?



"Trade and investment representation of Baja California in London, adds to the ones the government of Baja California currently has in Los Angeles, CA. and Mexico City", the statement says… and what about the Taipei office, which, according to Judgment number 62 has an allocated budget of $1,500,000 pesos? What is the goal of said budget? What was the purpose behind the $840,000 pesos fee equivalent to wages that, according to Judgment number 62, would be allocated between July and December 2014 to the representative of the Government of Baja California in Taipei?



By the way, near the time of completion of this edition the governor of Baja California, Francisco Vega de Lamadrid, will be in Taipei, capital of Taiwan, and in the agenda no official inauguration of an office is even mentioned in this city, nor is name of a representative for this organization in this Asian city, the question iin hand: is the Governor even aware that that since 2014 SEDECO resources were allocated to the opening of this representative office?



This proposed budget expansion went by the Office of Administration and Finance, led by Antonio Valladolid, and was lobbied in Congress by Congresswoman Laura Torres. This Judgment and subsequent errors have a name, Alfredo Babun, Undersecretary of Economic Development, responsible for authorizing and managing the budget of SEDECO.

The false austerity behind Vega´s Government



In the midst of a credibility crisis and precarious budget speeches, the Governor of last June, Baja California, Francisco Vega de Lamadrid, launched a tour to Italy, France and London, accompanied by Carlo BonfanteOlache, Secretary for Economic Development, Alfredo BabunVillareal, Undersecretary of Economic Development, Miguel Angel Bujanda, private secretary to the governor, Abraham Pereda, private secretary to Babun, and Barbara Patricia Ruelas Quintero; Xavier PenicheBustamante, Secretary of Economic Development of Tijuana, also joined them in Paris.



According to official information, the tour included the International Expo Milan 2015, in which President Enrique Peña Nieto opened the pavilion of Mexico, and where secretary Carlo Bonfante sought to crash by bragging his double Italo-Mexican nationality. We want to know what was the benefit behind including this event in the tour, some say that the intention was to meet with President Peña, but he does not give an appointment in the city of Mexico, why would he give one in Milan, Italy.



The second event Governor Vega attended was the Aerospace Fair in Paris, with the aim of promoting the aerospace sector but according to what we have heard, Vega´s party didn't even bring information about Baja California with them, and as usual, he and his team just set out to visit companies that are already settled in the state, mainly in the city of Mexicali, and so, instead of developing positive relationships with these companies they somehow managed to waste the time of these company managers, who went to the event in order to work.



The wives of Vega de Lamadrid, BonfanteOlache and Peniche Bustamante also joined this "oficial" team, but what role did the wives of officials working on this tour even play? Who paid for their flights? Who was took care of their hosting, meal and transportation fees?How did they manage to move around in Milan and Paris, and at what cost?



It is clear that the administration of Francisco Vega and his team lack any austerity, as he endlessly repeated while campaigning. Was it really necessary to travel with the wives to Milan and Paris? Surely not. Was it necessary for them to move around in luxury rental cars?Surely not. Was it necessary for Francisco Vega and his delegation to stay in five-star high-class hotels? Surely not.Was it necessary for Alfredo Babun – he undersecretary –to attend this event and also take his private secretary? Surely not. Is there anyone in their environment with some sanity to tell them to think of their responsibility and the image they convey? Surely not.
