About 3 million people were affected by the natural disaster, including 100,000 to 230,000 deaths (most likely impossible to know the real number), 300,000 injured and a million people left homeless.

Hundreds of thousands of Haitians living in other parts of the world were trying to find out how their relatives where, because the country initially remained completely isolated internally and with the outside world.

The international community authorities wondered if it would be possible to use in any way the existing TETRA solution from TELTRONIC, perhaps through a satellite link, and carried it out. Set up terminals networks of very small aperture (VSAT), which are communications networks from private satellite data that are used for the exchange of information. The VSAT technology operates in several frequency bands. Networks consist of a geostationary satellite, low-cost terminals, and small satellite dishes of 1.3 meters in diameter, which offered the possibility of a centralized control of communications sectors of public safety and emergency.
