In her first annual address to the nation, President Claudia Sheinbaum pointed to significant progress in Baja California, highlighting the transformative potential of the long-awaited Tijuana Elevated Viaduct as a key solution to the city’s chronic traffic congestion.

For residents and businesses in Tijuana, relief from some of the country’s most notorious traffic may finally be on the horizon. President Sheinbaum announced that the ambitious Tijuana Elevated Viaduct is set to be completed by December 2025. The project is designed to tackle severe gridlock stemming from the city’s rapid growth and its vital role as a gateway to the United States.

The viaduct is expected to dramatically shorten travel times and ease pressure on major roads leading to the San Ysidro Port of Entry. Beyond improving daily commutes, officials anticipate a major boost to the regional economy by streamlining cross-border trade and strengthening supply chains.

More Achievements for Baja California

The address also celebrated the opening of a new IMSS hospital in Ensenada and highlighted the expansion of the IMSS-Bienestar program across the state. These improvements include free medication coverage now exceeding 90% and the rollout of the “Lab in Your Clinic” initiative, which expands access to diagnostic services.

Rosina del Villar Casas, president of Morena’s State Executive Committee, described these advances as clear evidence of the federal government’s “Fourth Transformation” at work, with progress visible across health, education, infrastructure, water, and security.

In education, President Sheinbaum announced the upcoming launch of a new Rosario Castellanos University campus in Tijuana, which will expand access to free higher education. This is part of a broader national plan to establish nine campuses by 2025 and ultimately 32 (one in every state) by 2030.

Further infrastructure developments are underway across the state. Alongside the viaduct, progress continues on the modernization of the Ensenada–Tijuana highway and the rehabilitation of several federal road sections. Critical water projects, including the Rosarito desalination plant and a major irrigation modernization program for Valle de Mexiclai and San Quintín, are also moving forward.

On public safety, the address reported a notable achievement: a 36% reduction in intentional homicides in Baja California. This success was attributed to effective coordination among federal, state, and municipal levels of government.
