The Tijuana government, led by Mayor Ismael Burgueño Ruiz, has formalized a partnership with the Tijuana Center for Higher Teaching and Research (CEIST) to bolster academic and career pathways for its residents.
The agreement, signed by the mayor along with CEIST teacher and congressman Ramón Vázquez Valadez, is designed to provide students with invaluable real-world experience by facilitating social service and professional internships across various departments of the municipal government.

The partnership also opens doors for municipal employees and their families to access educational benefits and professional development programs at CEIST University.
Mayor Burgueño highlighted CEIST’s reputation as a local institution that has consistently prepared Tijuana’s youth for success in diverse professional fields.

“We have been part of the development of this educational institution. I am very happy to sign this agreement that will provide an invaluable opportunity for our young people to apply their knowledge for the benefit of society and develop their sense of social responsibility,” he said.
Vázquez Valadez expressed gratitude for the mayor’s commitment to education and praised the administration for its openness to alliances that directly benefit students.

Founded by Vázquez Valadez in 2018 to address the need for higher education in eastern Tijuana, CEIST has grown to serve approximately 1,200 students. The institution offers a range of programs from middle school to postgraduate levels, including degrees in Criminology, Business Administration, Law, Digital Design, Public Security, Legal Hearings and Trials, and Marketing.

The signing event was attended by officials from both the Tijuana City Hall and CEIST University, signaling a shared commitment to fostering a skilled workforce and strengthening the community through strategic, humanist-focused governance.
