Mayor Ismael Burgueño Ruiz of Tijuana delivered 96 property titles to Tijuana families, aiming to provide legal certainty and strengthening citizens’ assets to reinforce the legal right to their homes.
During the ceremony, held at the Municipal Palace, the mayor highlighted the importance of this achievement:
“It gives me great pleasure to accompany you on this day and to share in the happiness that overwhelms these families, who today see a long-cherished dream come true: having their own home or land, where they can build a secure and stable future alongside their loved ones,” he stated.

Mayor Burgueño acknowledged that this progress has been possible thanks to coordinated work with the Federal Government, through the National Institute of Sustainable Land (INSUS), the State Government, and his administration, reaffirming the humanist vision that follow’s Mexican President Claudia Sheinbaum’s mandate to guarantee access to adequate housing for the population in vulnerable conditions.
In this regard, the Director of the Municipal Trust for the Promotion of Tijuana (PROMUN), Héctor Mancilla Peña, reported that in eleven months of management, 208 property titles have been delivered—an unprecedented figure compared to previous administrations—by streamlining processes in coordination with the State Government and achieving visible results for the benefit of the citizens.

Meanwhile, Municipal Attorney Teresita Balderas Beltrán stated:
“This act is possible thanks to the commitment and coordination among municipal agencies, which have carried out the due process to ensure that each housing request is conducted legally, transparently, and in accordance with the regulatory framework.”
In turn, the Director of Baja California’s Property and Commerce Public Registry, Carlos Murguía Mejía, emphasized:
“Governor Marina del Pilar Avila Olmeda has instructed us to coordinate with the three levels of government, and this program demonstrates the results of this effort. We will continue to provide our support to serve citizens.”
The event was attended by the Secretary of Territorial and Urban Development, Virginia Vargas González; Councilmember Arturo Aguirre González; Baja California’s Deputy Government Secretary for the Metropolitan Zone, Luis Moreno Hernández; Baja California’s Operational Coordinator for the National Institute of Sustainable Land (INSUS), Andrés Arcos Tovar; and Deputy Gloria Miramontes; as well as the beneficiaries.
