Tijuana Government Holds Meeting to Address Animal Abuse Reports

Demonstrating its dedication to animal welfare, Tijuana City Hall invested in staff training to improve protection efforts.

The administration of Tijuana Mayor Ismael Burgueño Ruiz held a Coordination Meeting Against Animal Abuse, led by Legal Advisor Alejandro Rivero Huerta, to strengthen inter-institutional efforts and ensure a comprehensive, sustained response to citizen reports of this crime.

“Mayor Ismael Burgueño of Tijuana leads a humanist government, where both human rights and animal rights are fully respected and protected. Strict adherence to the law and Animal Protection Regulations must be carried out as well,” Rivero Huerta said.

During the meeting, training was provided to police district chiefs, the K-9 Unit, Traffic Division, Tactical Unit, Community Engagement, and Radio Dispatch personnel, as they are the first responders in such cases.

The Municipal Legal Advisory Office presented information on the constitutional reform in Baja California, which recognizes animals as sentient beings entitled to special protection; penalties and powers under the Tijuana Municipal Police and Government; and provisions in the Tijuana Domestic Animal Protection Regulations.

Meanwhile, the State Attorney General’s Office, through the Specialized Prosecutor’s Office for Environmental and Animal Abuse Crimes, addressed environmental crimes, emphasizing the legal framework and the importance of interinstitutional coordination.

“Police officers and municipal judges are the ones who represent us with dignity as they are our face to society. Our actions always have a social impact, which is why we must rise to the occasion, and training is a key part of that. I appreciate your presence in this course because only by working together can we achieve our goals,” the Legal Advisor said.

Participants in the Interinstitutional Coordination Meeting for Addressing Animal Abuse Reports included Edith Viridiana Flores Flores, Director of Prevention, Control, and Health, Cruz Ángel Montoya Martínez, Director of Environmental Protection, Jesús Ulises Cruz Aparicio, Deputy Technical Director of the Municipal Police and Traffic Department, as well as representatives from the Municipal Inspection and Verification Directorate and the Specialized Prosecutor’s Office for Environmental and Animal Abuse Crimes, among others.
