The City Hall led by Mayor Ismael Burgueño of Tijuana has issued a serious warning to residents to avoid falling victim to fraud involving the alleged sale of expedited crossing passes—known as “medical passes” or “Fast Lane”—on social media.
Pedro Montejo Peterson, Tijuana’s Secretary of Economic Development, reported that fake posts have been detected promoting the sale of these passes, mainly on Facebook. Once users make a payment, they are blocked and receive nothing in return.
“These passes are not for sale under any circumstances. Buying or selling them violates the program’s regulations and may result in penalties,” he emphasized.

What Is the Fast Lane Program and How Does It Work?
The Fast Lane program is an expedited border-crossing system designed specifically for individuals who require:
- Medical services in the U.S.
- Business-related travel
- Cross-border education between Mexico and the U.S.
Registration is open to individuals or businesses that provide these services and meet the requirements set by Tijuana’s Secretariat of Economic Development (SEDETI).
SEDETI reiterates that passes are not sold through social media, intermediaries, or unauthorized channels. Additionally, any business enrolled in the program caught selling passes will be permanently removed without exception.
