Tijuana Grants Over 3,000 Environmental Impact Licenses

Promoting the responsible and environmental operation of local businesses is a key priority for the Tijuana municipal government.

The Tijuana City Hall led by Mayor Ismael Burgueño Ruiz has issued 3,387 environmental impact licenses since the start of the current administration to ensure commercial and industrial operations are conducted responsibly while minimizing ecological harm.

These licenses have been approved through the city’s Secretariat of Environmental Protection (SPA), according to agency head Fernanda Sandoval Aldana. The permits are designed for small to mid-sized, low-impact businesses such as offices, restaurants, stationery stores, butcher shops, and grocery stores that occupy spaces under 499 square meters.

She stated that the licenses have been issues and approved since the mayor took office to promote environmental protection mechanisms through more transparent, agile, and efficient processes that place citizens first.

The permit, known as Environmental Impact Consent application and processed as a Municipal Preventive Report, is required for qualifying businesses to operate in compliance with local environmental regulations. Applying is fully digital: entrepreneurs must submit a completed form, proof of favorable land use, photographic documentation, property ownership records, identification, and applicable fees.

Sandoval Aldana emphasized that beyond reducing environmental damage, the licensing program promotes public safety and better urban planning.

She encouraged new and existing business owners to initiate the process through the Single Window Office at the Directorate of Environmental Protection (DPA), located on the first floor of City Hall, or to email dpa@tijuana.gob.mx for guidance or sepam@tijuana.gob.mx to make a report.

Through these actions, the Ismael Burgueño Ruiz administration reaffirms its commitment to environmental protection and the orderly development of commercial activity in the city.
