Tijuana Launches Program to Provide Free Medical Care

Through free doctor visits and eye exams, the city seeks to promote a culture of preventive care and improve quality of life.

In a move to improve public health, Mayor Ismael Burgueño unveiled a new city-wide initiative, “Tijuana Saludable” (Healthy Tijuana), which will provide residents with free medical services, including unlimited doctor’s visits and eye exams.

“We want a healthier Tijuana with better opportunities for everyone. This program is a direct investment in the well-being of our people, designed especially for those who need it most,” the mayor stated from the Vicente Guerrero Primary School.

The program was announced during a campaign event in the Guerrero neighborhood. The city has set an ambitious enrollment target, aiming to sign up 30,000 residents by the end of 2025, with a further goal of 110,000 additional enrollments in 2026.

At the heart of the program is the “Tijuana Saludable” card, which grants beneficiaries access to a range of free services. These include:

  • Unlimited medical consultations
  • Up to three dental procedures per month, including cleanings, extractions, and fillings
  • Unlimited sight exams and two pairs of eyeglasses per year, plus two additional pairs for each minor
  • Up to six basic laboratory studies per year

Enrollment is scheduled to begin soon and will be conducted in person at municipal delegation offices. The process is free and requires only three documents: a Mexican voter ID card (INE), CURP, and proof of Tijuana residency.

The “Tijuana Saludable” program is slated to begin operations in late November. It will launch with three clinics strategically located across the city, with plans to expand to a total of 11 clinics.

To manage their healthcare, enrollees will also have access to a mobile app to check their medical history, prescriptions, and upcoming appointments.

Mayor Burgueño Ruiz emphasized that the program is intended to complement the existing health system, focusing on prevention and early disease detection. He also stressed its non-political nature, asserting it is not linked to any partisan organization.

Federal Congressman Gilberto Herrera acknowledged the mayor’s work, noting the program demonstrates a closeness to citizens’ needs. Municipal Well-Being Minister Wendy Ontiveros González reinforced the government’s commitment to an inclusive Tijuana. “We are working for a just, healthy, and above all inclusive Tijuana.”

The event also included clean-up efforts from the “Tijuana: Ciudad Limpia” program, which collected debris and repainted pedestrian crossings in the area.
