During a formal session of the 25th City Hall of Tijuana, Mayor Ismael Burgueño Ruiz delivered his Second State of the City Address, outlining the key policies and achievements of his second year in office.
Addressing the council and attendees, the mayor said:
“These results are not due to a single person, but rather the reflection of a joint effort with this City Hall, which has provided us with the backing and confidence to implement projects that have marked a definitive turning point in the city’s history.”
Mayor Ismael Burgueño highlighted a continued commitment to a human-centric, results-oriented framework designed to advance Tijuana’s ongoing urban and social transformation.
Among the key achievements, the Tijuana: Clean City program implemented the grading of over 2.56 million square meters of streets, patched 46,000 meters of roadways, cleared 609,162 square meters of roads, and collected 29,391 cubic meters of heavy debris across the city’s nine districts.
Regarding social well-being, 136 community outreach events, providing direct social services, administrative guidance, and assistance to 175,948 residents took place.
When it comes to mobility, 1,877 individuals in mobility contexts were channeled for job interviews, while services to assist more than 5,000 members of indigenous communities were expanded.
Regarding health, the “Healthy Tijuana” (Tijuana Saludable) initiative has successfully enrolled 102,000 residents to date.
In addition, 3,604 entrepreneurial loans totaling 144.68 million pesos through the “Self-Employment Boost,” “Micro and Small Business Strengthening,” and “Emprende tu Futuro” programs were disbursed.

Furthermore, coordination with binational authorities was boosted to execute traffic reorganization, modernization, conservation, and urban landscaping projects at the San Ysidro and Otay ports of entry. The initiative represents an investment exceeding 65 million pesos and serves more than 200,000 daily commuters.
Regarding security matters, Mayor Ismael Burgueño mentioned the strengthening of social-proximity policing through the expansion of Citizen Security Committees across six of the city’s 14 police districts, bolstering inter-agency coordination with federal and state forces while fostering active community participation to create safer environments.
Moreover, “Illuminated Tijuana” (Tijuana Iluminada) initiative upgraded more than 20,500 streetlights to energy-efficient LED technology across all nine districts, alongside an additional 2,808 fixtures installed along 34 primary boulevards.
Plus, 86 public works projects were executed via Ramo 33 federal allocations with an investment of 323,880,000 pesos. This was complemented by an intensive asphalt resurfacing campaign covering 340,000 square meters across the Downtown, Sánchez Taboada, La Mesa, La Presa A.L.R., La Presa Este, and Playas de Tijuana districts, totaling 329,492,375 pesos.
During his speech, Mayor Ismael Burgueño acknowledged the collaborative efforts of City Hall members and stressed that the results achieved are a product of the coordination between different municipal government areas and active civic participation.
He also expressed gratitude for the continued backing of federal authorities under Mexican President Claudia Sheinbaum Pardo and state leadership under Governor Marina del Pilar Ávila Olmeda of projects to benefit Tijuana residents.
During the formal session, council representatives from various political factions, alongside City Auditor Teresita Balderas Beltrán, presented their respective evaluations of the municipal administration’s performance led by the mayor.
Concluding his address, Mayor Ismael Burgueño called upon the City Hall and the public to maintain a united front in driving Tijuana’s continued development, reaffirming his administration’s pledge to maintain an accessible, transparent, efficient, and active government.
