As part of an effort to boost the region’s creative industries, Tijuana Mayor Ismael Burgueño has signed a collaboration agreement with the Observatorio Centro de Estudios Cinematográficos (Film Studies Center Observatory). The initiative aims to support the development of local talent and position film as a driving force in Tijuana’s economic and cultural growth.
During the event, Mayor Burgueño highlighted that his administration established a dedicated Department of Culture and has signed several agreements focused on the film industry—moves designed to elevate and promote the vast creative potential in Tijuana.
“We need to harness local talent and the energy of the border region to communicate effectively and create real opportunities for development. With your experience and our commitment as a local government, we can join forces and bring meaningful projects to life,” the mayor stated as he welcomed representatives from the Film Studies Center to his office at City Hall.




The agreement will allow students from the institution to complete their required social service hours in various departments of the city administration. The goal is to foster academic and professional development not only for public servants, but also for their children, creating valuable learning and growth opportunities.
Enrique González Silva, director of the Film Studies Center Observatory, explained that the institution was created with the mission of professionalizing the film and audiovisual media industries.
He noted that the school, located inside the historic Cine Bujazán building, was founded in 2020, is officially registered with the Ministry of Public Education (SEP), and currently offers undergraduate programs with a student body of around 60.
“This partnership will allow our students to engage directly with public institutions in areas aligned with their interests—especially the audiovisual field—and contribute meaningfully to Tijuana’s development,” González Silva emphasized.
Also present at the signing were Walter Humberto Padilla Ramírez, Academic Coordinator at the Film Studies Center Observatory; Rocío Gabriela Betancourt Martínez, Academic and Outreach Assistant; and officials from City Administrator’s Office.
