Mayor Ismael Burgueño Ruiz of Tijuana continues to demonstrate his commitment to the city, as reflected in his recent rise in the Mitofsky Ranking, where he climbed to 42nd place in the list evaluating Mexico’s best mayors.
Burgueño Ruiz secured a spot in the top 50 out of 150 officials assessed, with his approval rating showing an upward trend—rising from 49.6% (April 2025) to 51.5% (June 2025) in just two months.

Notably, he also ranked 21st among the 81 mayors from the Morena (National Regeneration Movement) party included in the list, making him one of the party’s most well-regarded leaders.

Burgueño’s Vision for Tijuana
Since taking office in the Tijuana City Hall, the mayor has repeatedly emphasized his unwavering goal: to elevate the city to the next level, prioritizing transparency in resource management and public works that benefit the community.
One of his most notable programs is “Tijuana: Clean City,” which focuses on rehabilitating and repairing damaged areas to create a safer, healthier, and more beautiful environment for residents.
Additionally, he recently reinforced his commitment to boosting tourism and arts in the region through a collaborative agreement with Observatorio Centro de Estudios Cinematográficos. This partnership aims to enhance local talent development and position cinema as a key driver of Tijuana’s cultural and economic growth.
Another key initiative is the Institutional Connection Agreement, designed to strengthen professional training for students and improve educational and career opportunities for City Hall employees and their families.
