In a move aimed at cracking down on illicit markets, Mayor Ismael Burgueño Ruiz of Tijuana has formalized a collaboration with pawn shop chain First Cash to prevent the trafficking of stolen goods.
The agreement establishes protocols for information sharing and coordination between municipal authorities and the Texas-based company, which operates multiple locations throughout the city. The partnership specifically targets the prevention of criminal activity by ensuring stolen merchandise isn’t sold through the company’s outlets, and it is an important step to strengthen intelligence capabilities.

“This agreement is quite important and I am convinced that this will give you confidence due to the partnership that has been fostered with authorities, and because it allows you to see us as your allies. Working together, both government and private enterprise, will yield positive results in every way. Whatever path we take, it will always be for the benefit of the citizens,” the mayor said.
The collaboration will facilitate regular communication between law enforcement and First Cash management, enabling real-time information exchange about suspicious items and potential criminal activity. The company has committed to implementing enhanced verification procedures for all high-value items entering its inventory.

Municipal Security Secretary José Alejandro Aviles Amezcua emphasized the strategic importance of private sector cooperation in public safety efforts. These alliances strengthen comprehensive security frameworks and demonstrate the government’s commitment to innovative crime prevention solutions.
First Cash’s legal representative, Manuel Matadamas Ceballos thanked the current administration for its interest in working together on crime prevention measures, which he said will lead to tangible results in public safety.

The signing ceremony was attended by Government Secretary Arnulfo Guerrero León; Legal Counsel Alejandro Rivero Huerta; Councilor President of the Commission for Citizen Security and Civil Protection, Ranier Falcón Martínez; and Technical Director of the Municipal Secretariat of Security and Citizen Protection, Evelyn Peñafiel Guerra.
Representing the company were the Vice President of Government Relations and Security for First Cash, José Jaime Padilla Gámez; the Vice President of Security for Latin America, Rabick Esquivel Brizuela; Regional Security Manager, Carlos Trujillo; and Market Manager for the Operations Area, Eric Ramos.
