The government of Tijuana, led by Mayor Ismael Burgueño Ruiz, intervened at the San Ysidro Port of Entry to rescue a puppy that was being illegally sold in a public area.
A Citizen’s Report Made the Difference
José Antonio Olivas Heredia, head of the city’s Inspection and Verification Department, explained that the operation was launched after a citizen reported someone attempting to sell a puppy in the vehicle lanes at the port of entry.



When the suspect noticed the arrival of municipal inspectors, he abandoned the bag carrying the animal, leaving it on the ground. The puppy was immediately taken into custody to receive care and attention.

This rescue is part of City Hall’s broader initiatives to prevent animal cruelty and safeguard the well-being of pets. It also underscores the importance of community involvement, encouraging residents to report practices that put animals’ dignity and safety at risk.
