Officials of the Tijuana City Hall, led by Mayor Ismael Burgueño Ruiz, along with heads of several delegations and departments, participated in a gender perspective and human rights training program. These educational initiatives strengthen public service, promote equity, and foster a culture of respect and substantive equality.
“As public servants, we play a fundamental role in transforming our city. That’s why it’s important to have a public administration that is prepared, sensitized, and committed to the principles of equity and human rights. Change begins in institutions,” Municipal Government Secretary Arnulfo Guerrero León stated at the start of the training session, which was taught by staff from the Baja California State Human Rights Commission (CEDH).
Guerrero León reiterated the administration’s pledge to uphold human rights and gender perspective, aligning with initiatives at both state and federal levels.

“I appreciate your participation in this training session and your commitment to building the Tijuana we deserve. May this be an enriching experience for everyone, and may what you learn here translate into actions you can apply daily in your workspace and in your interactions with citizens,” he said.
Meanwhile, Elena Anguiano Rentería, Deputy Secretary for Priority Groups at the Baja California General Government Secretariat, thanked the municipal officials who participated in the training session.
She also expressed gratitude to the staff of the Baja California State Human Rights Commission (CEDH) for leading the gender perspective and human rights training program. This initiative addresses Prevention Measure No. 4 of the Gender Violence Alert Against Women, which calls for strengthening staff capacities through the design and implementation of a comprehensive awareness, training, and professionalization program. The program targets those who, in their institutional roles, work to prevent, address, and sanction violence against women.

Jorge Álvaro Ochoa Orduño, President of the Baja California State Human Rights Commission (CEDHBC), praised Mayor Ismael Burgueño’s commitment to advancing the promotion, defense, and respect of human rights.
The event was also attended by Alejandro Rivero Huerta, Legal Advisor to the Tijuana municipal government; Araceli Márquez Peña, Director of the Municipal Women’s Institute; Mónica Vargas Núñez, head of the Baja California State Women’s Institute; as well as secretaries, directors, and department heads from the current administration.
